Capabilities

What the portfolio does to the organisation's business capabilities: the maturity each capability reaches once the linked initiatives land, where the target stays out of reach, and where the spend concentrates. Projected maturity is the highest level the counting initiatives bring, never a measurement; initiatives on hold and retired do not count.
